Although you'll need to check your own state's plan, in most cases individuals are eligible for coverage under state high risk insurance pools if:
They are a resident of the state in which they are applying;
AND
They have proof that insurance coverage has been denied or limited by another insurance provider because of a pre-existing medical condition;
OR
They cannot find health insurance below a rate that their state’s high risk insurance pool defines as unusually high;
OR
They have been paying a rate for health insurance that their state’s high risk insurance pool defines as unusually high.
You must provide proof of qualification; for example, a notice of denial or cancellation of coverage from an insurance provider because of the pre-existing medical condition of juvenile arthritis or other condition. Eligibility for state high risk insurance pools is not based on income level. It is based on evidence that you cannot get insurance for your child because of his or her JA, or cannot purchase it at a reasonable rate. Some states may limit the number of people enrolled in their plans.
